Step 1: Heat some olive oil in a medium saucepan over moderate heat. Put the onions and garlic in there and let it cook until softened, which will take around two minutes.

Step 2: Place some brown rice in the pan and sauté it for approximately one minute, constantly moving it. This step adds extra flavor.

Step 3: Stir in pepper, salt, chili powder, and cumin. Pour in diced tomatoes, and vegetable broth with green chillies.

Step 4: Bring to a boil and reduce the heat to low, cover, and simmer for 45 minutes, or until liquid is absorbed.

Step 5: Remove from heat and let stand for 5 minutes.
